29 CFR 1910.178(o)(1): The employer did not ensure that only stable or safely arranged loads were handled: a) Grocery- The forklifts were observed carrying unstable loads near pedestrians and stacked material. Employees were not required to secure loads to the pallets being used to carry the loads. Without this attachment of the load to the pallet the ability for the load to not collapse during a sudden stop or collision was compromised.
