29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings: Establishment - Employees were exposed to possible falls of approximately 15 feet into the water due to no guard rails on the upper wooden deck. Rails will not be required on or around hoist and fall protection will be used where feasible.
