29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person: a. Buildings 3 and 5, employees of subcontractors were exposed to a fall hazard, in that, hand railings were not installed on stairways and stairway landings and guardrails were not installed on all open sided floors, breezeways and balconies. Inspections of buildings 3 and 5 were not conducted to assure that employees were protected from fall hazards.
