29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:    On or about November 20, 2014, at Lot 18/Block 1, employees were exposed to a 19 foot fall hazard when installing formwork without means of fall protection.

29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stairrail system along each unprotected side or edge:    (a) On or about November 20, 2014, at Lot 18/Block 1, employees were exposed to fall hazards when the stairways used to access second and third level didn't have a stairrail system on the unprotected side.    (b) On or about November 20, 2014, unit E, employees were exposed to fall hazards when the stairway used to access second level didn't have a stairrail system on the unprotected side in on either of its enclosed sides.

(b) On or about November 20, 2014, at unit E, employees were exposed to fall hazards when the stairway used to access second and third level was not equipped with a handrail on either of its enclosed sides.
