29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by a guardrail system, safety net system, or personal fall arrest system:  a) Front & Quarry Street, Philadelphia, PA - The employees were working on the second floor balcony without the use of a fall protection system thus exposing the employees to a fall hazard. The employees were working approximately 10 feet above the next level. This condition was observed on or about November 20, 2014.
