Bags, containers, bundles, etc., stored in tiers were not stacked, blocked, interlocked and limited in height so that they were stable and secure against sliding or collapsing: At the worksite: On or about November 20, 2014, the employer did not have the pipe on the pipe racks chocked or block to prevent shifting. An employee was exposed to struck-by and caught in between hazards.
