29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent). Worksite: The employees, who were cleaning the gutters from the flat roof of a residential house were not protected from the hazard of falling approximately 17 feet to the driveway/ground by the use of appropriate fall protection devices/systems.
