29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):   (a) People's Choice Roofing LLC, at 1020 W Century Drive, Louisville, CO: On and preceding 12/04/14, People's Choice Roofing LLC, did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person.  People's Choice Roofing LLC workers replaced the roof of a multistory building.  The workers were exposed to fall hazards.  People's Choice Roofing LLC did not perform inspections of the worksite and equipment.  This condition exposed the workers to an approximate nine foot fall hazard.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure:  (a) People's Choice Roofing LLC, at 1020 W Century Drive, Louisville, CO: On 12/04/14 and 12/05/14, People's Choice Roofing LLC did not ensure that each employee engaged in residential construction activities 6 feet or more above lower levels was protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure.  People's Choice Roofing LLC workers replaced the roof of a multistory building.  The workers were not protected by a guardrail system, safety net system, or personal fall arrest system.  People's Choice Roofing LLC did not ensure that the workers utilized fall protection.  This condition exposed the workers to an approximate nine foot fall hazard.

People's Choice Roofing LLC workers replaced the roof of a multistory building.  The workers were exposed to fall hazards. People's Choice Roofing LLC did not provide fall protection training to the workers.  This condition exposed the workers to an approximate nine foot fall hazard.
