Because the energy control procedure was too general, each employee engaged in a servicing and/or maintenance activity (i.e., re-spooling, re-threading, inspecting, unjamming, and/or adjusting a drill stem cable) was not adequately protected from the unexpected energization or start-up of associated machines and/or equipment.
