On or about 12/10/14, the employer had failed to develop and implement a written hazard communication program that describe elements within such as; how labels and other forms of chemical warning would be utilized, how safety data sheets will be obtained, maintained and made readily available for employee access, and how employees will be trained on the company's hazard communication program, chemical labeling, placarding, properties and health effects of specific chemicals encountered including control measures and personal protective equipment needed.
