Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100 °F (37.8 °C), shall not be dispensed into containers unless the nozzle and container are electrically interconnected.   a) Facility: In preparation for printing, employees routinely transfer a category 2 flammable liquid, propyl alcohol,  from a metal 55-gallon drum to smaller containers, and the containers were not grounded and bonded, on or about 12/18/14.

29 CFR 1910.1200(h)(1): Employers shall provide employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new physical or health hazard the employees have not previously been trained about is introduced into their work area:  a) Facility: Employees work with various hazardous chemicals including, but not limited to, n-propyl acetate, isopropyl alcohol, n-propyl alcohol, white surface hi gloss, diarylide yellow, and reflex blue, and were not provided with training covering the health effects and methods by which employees can protect themselves from the hazards, on or about 12/18/14.
