29 CFR 1910.1001(j)(5)(i): The employer did not affix signs or labels so that employees would be notified of what materials contain ACM and/or PACM to materials that were previously identified to be ACM and/or PACM.  a) On or about January 6, 2015, employees working at the IRS Service Center, located at 200 West Fourth Street in Covington, KY, were potentially exposed to ACM (TSI) on a ceiling heat unit piping and the material or door to the room was not properly labeled.   Without proper information on hazardous materials employees could mis-handle hazardous materials and expose themselves to associated lung diseases and cancer. 29 CFR 1910.1200(e)(1)(i): The employer did not comply a list of the hazardous chemicals known to be present using a product identifier that was referenced on the appropriate safety data sheet.  a) On or about January 6, 2015, employees working in the at the IRS Service Center, located at 200 West Fourth Street in Covington, KY, were exposed to hazardous materials (eye, skin, respiratory irritants) and had not developed a chemical list of all hazardous materials used by employees.   The Internal Revenue Service was previously cited for a violation of these Occupational Safety and Health standards or its equivalent standard 1910.1200(e)(1)(i) which was contained in OSHA inspection number 956950, citation number 1, item number 2b, 1/30/2014, with respect to a workplace located at 800 Fifth Ave, Suite 3950, Seattle, WA 98104.  In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).

29 CFR 1910.1200(g)(8):   The employer did not maintain in the workplace copies of the required safety data sheets for each hazardous chemical, and did not ensure that they were readily accessible during each work  shift to employees when they were in their work area(s).   a) On or about January 6, 2015, employees working at the IRS Service Center, located at 200 West Fourth Street in Covington, KY, were exposed to hazardous materials (eye, skin, respiratory irritants) and did not have access to Safety Data Sheets (SDS's) for various materials used on site.   Without proper information on hazardous materials employees could mis-handle hazardous materials and expose themselves to allergic reactions, skin, and respiratory irritations. 29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  a) On or about January 6, 2015, employees working in the Print Room at the IRS Service Center, located at 200 West Fourth Street in Covington, KY, were exposed to hazardous materials and were not provided information or training on the hazards associated in working with hazardous materials.   Without proper information on hazardous materials, employees can inappropriately be exposed to hazardous chemicals which can cause bodily injury and/or disease, allergic reactions, and various irritations both internal and external.   In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
