29 CFR 1926.701(b): Reinforcing steel. All protruding reinforcing steel, onto and into which employees could fall, shall be guarded to eliminate the hazard of impalement.    On or about January 8, 2015, protruding reinforcing steel was not guarded as required. Two employees were observed working on top (approximately 7-feet 6-inches) a water drainage system. On the unfinished portion of the drainage system the outside walls were lined with hundreds of uncapped rebar sticking up vertically approximately 2-feet or more from the ground and hundreds more protruding rods sticking out horizontally approximately 1-foot 4-inches.
