OSH ACT of 1970 Section (5)(a)(1):  The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that employees were exposed to the hazard of falling from a Vestil Manufacturing Corp. scissor dock lift, Model WL-100 (the Vestil scissor dock lift):    A) On or about January 19, 2015, in the receiving area behind the store, an employee utilized the Vestil scissor dock lift to unload products from a delivery truck.  The end of the Vestil scissor dock lift opposite from the delivery truck was unguarded and exposed the employee to the hazard of falling approximately 55 inches to the concrete surface below.    One feasible and acceptable means of abatement, among other methods to correct this hazard on the Vestil scissor dock lift would be to install and use personnel restraint chains in accordance with American National Standard Institute Standard MH29.1:2012 Paragraph 4.13.2.1
