29 CFR 1910.23(c)(1): Every open-sided floor or platform 4 feet or more above adjacent floor or ground level was not guarded by a standard railing (or the equivalent as specified in paragraph (e)(3) of this section) on all open sides except where there is entrance to a ramp, stairway, or fixed ladder: a) Job site, 650 Braddock Avenue, Pittsburgh, PA: On or about January 22, 2015, during production activities, the employer did not ensure that standard railing was in use on the platform adjacent to the EDF Hi Storm unit under construction. Employees removed the existing guardrail systems and worked in this area without using another form of fall protection, exposing the employees to fall hazards of up to approximately 12 feet or greater.
