29 CFR 1926.701(a): Construction loads. No construction loads shall be placed on a concrete structure or portion of a concrete structure unless the employer determines, based on information received from a person who is qualified in structural design, that the structure or portion of the structure is capable of supporting the loads.  On January 16, 2015 employees were working on top of a one story parking garage using cement finishing equipment (trowel) after the concrete was poured. The company did not have a qualified person in structural design approve the use of the equipment which placed a load of approximately 1,000 pounds on the structure.  Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).

29 CFR 1926.703(a)(1): Formwork shall be designed, fabricated, erected, supported, braced and maintained so that it will be capable of supporting without failure all vertical and lateral loads that may reasonably be anticipated to be applied to the formwork. Formwork which is designed, fabricated, erected, supported, braced and maintained in conformance with the Appendix to this section will be deemed to meet the requirements of this paragraph.   On January 16, 2015 employees were pouring concrete using shoring to hold the concrete load while finishing the garage deck. The sills that the shoring were resting on were not stable resulting in the formwork to be unstable. Employees were exposed to a collapse.   Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
