29 CFR 1926.502(k)(1): The fall protection plan did not conform to the provisions specified in 1926.502(k)(1) through (k)(10):   (a) The employer did not maintain a written fall protection plan, detailing the alternative fall protection measures, trained employees, and the reason for infeasibility of conventional fall protection. This exposed employees to a fall hazard of approximately 11 feet.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:     (a) The employer failed to ensure that each employee conducting carpentry work on a residential building, at 2133 Stonegate Road in Burlington, Wisconsin, were protected from falling to the lower level by the use of a fall protection system.  This exposed employees to a fall hazard of approximately 11 feet.

This exposed employees to a fall hazard of approximately 11 feet.
