29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by a guardrail system, safety net system, or personal fall arrest system, or an alternative fall protection measure that meets a provision described in paragraph (b) of this section.   a) Jobsite: Third floor - No means of fall protection was used to protect employees from falling off the unprotected open sides and edges of the residential construction building.  The employees were conducting framing operations approximately 18 feet above ground level, on or about 1/15/15.
