29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. WORKSITE: The open-sided floor of the second floor hallway was not guarded by a standard railing or an equivalent safety means was utilized.

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, shall be equipped with one stairrail system along each unprotected side or edge. WORKSITE: Standard railings were not provided on the open sides of the stairs in front of the hallway used by employees to access the second floor.
