The condition exposed employees performing roofing work to fall hazards of approximately 25 feet. 29 CFR 1926.1053(b)(1): Because of the portable ladder s length, the ladder side rails did not extend to at least 3 feet (.9m) above the upper landing surface to which the ladder was used to gain access and the ladder was not secured at its top to a rigid support, and a grasping device, such as a grabrail, was not provided to assist the employees in the mounting and dismounting the ladder:      (a) Eber Dominguez Construction LLC at 3481 Fenton St. Building G & Building F: On and before 1/27/15, the employer did not ensure that employees were utilizing portable ladders in such a way that enabled them to access and egress from the roof using ladders that extended 3 feet above the walking and working surface. Employee was using a portable extension-ladder for access to the roof. Employees were exposed to a fall of approximately 18 feet fall while attempting to use the ladder.   Abatement Note:  Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
