29 CFR 1926.451(f)(3): Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity: a) 35th Street in Longport, N.J. - Employees were exposed to fall hazards, in excess of 10 ft. to the ground surface below, while working from a ladder scaffold that was missing mid-rail, constructed with damage components, whose walking/working surface was not constructed on the designated areas of the scaffold, etc. Condition observed on or about 1/2315.
