29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold is used in a stationary manner: Inside the building under construction, Suite 135: On or about February 04, 2015, and at times prior thereto, employees were exposed to a fall hazard while taping and floating from a mobile scaffold that did not have the casters locked to prevent the scaffold from moving during use.

29 CFR 1926.454(a)(3): The employees were not instructed in the proper use of the scaffold, and the proper handling of materials on the scaffold: Inside the building under construction, Suite 135: On or about February 04, 2015, and at times prior thereto, employees were exposed to a fall hazard, while taping and floating from a mobile scaffold without being instructed on its proper use in that the casters were not locked to prevent the scaffold from moving.
