The employees were exposed to various hazards.

29 CFR 1926.252(a): Whenever materials are dropped more than 20 feet to any point lying outside the exterior walls of the building, an enclosed chute of wood, or equivalent material, was not used for the purpose of this paragraph:    On or about 2/3/15    a) Employees dumped roof shingles from the roof to the ground below, without the use of a chute. The height of the roof was approximately 24' high.
