29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    Skyline Roofing and Sheet Metal Company, Inc. had employees exposed to 19.5 ft. fall hazards while accessing and exiting a roof via an extension ladder that only extended 2.5 ft. above the roof surface, on a commercial construction site in Normal, Illinois.       Skyline Roofing and Sheet Metal Company, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard, 1910.1053(b)(1), which was contained in OSHA inspection number: 314848755, citation number 1, item number 3 and was affirmed as a final order on March 10, 2011, with respect to a workplace located at Corner of University and Broadway, Urbana, Illinois.
