29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. a. On or about February 12, 2015 - at the above addressed jobsite, an employee performing carpentry operations from a porch roof approximately thirteen (13) feet five (5) inches above the ground was not protected from a fall, thereby exposing the employee to a fall hazard. b. On or about February 12, 2015 - at the above addressed jobsite, employees performing carpentry operations on the second floor were exposed to a fall of approximately fifteen (15) feet above the ground due to window openings. Employees were thereby exposed to fall hazards.

29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, shall be equipped with one stairrail system along each unprotected side or edge. a. On or about February 12, 2015 - at the above addressed jobsite, the stairway leading from the ground floor to the 2nd floor was not provided with handrails, thereby exposing employees to fall hazards.
