29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met.  On or about 20 February 2015, and at times prior thereto, the employer did not have a written Hazard Communication Program in place at the establishment for the employees performing cleaning services, exposing the employees to various chemical hazards. The program should consist of a list of the hazardous chemicals used on site, labeling or marking requirements, safety data sheets for the chemicals, and employee training to the program and elements.
