29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.     (a)303 Framing, LLC @ 11288 Colony Circle, Broomfield, CO 80021: On and before February 20th, 2015, the employer failed to ensure that employees engaged in framing activities 6 feet or more above lower levels were protected from falling by an adequate fall protective system. This condition exposed employees to fall hazards of approximately 9.5 feet.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee who might be exposed to fall hazards:  (a)303 Framing, LLC @ 11288 Colony Circle, Broomfield, CO 80021: On and before February 20th, 2015, the employer did not provide a training program for each employee who might be exposed to fall hazards.  An employee was engaged in framing activities while exposed to a fall hazard while working on a balcony without the use of fall protection. This condition exposed an employee to fall hazard of approximately 9'5".
