29 CFR 1910.120(q)(2): The employer did not develop an emergency response plan for emergencies which addressed the following minimum requirements of this standard: 1910.120(q)(2)(i) through 1910.120(q)(2)(xii): (a) On or about 3/13/2015, at Industrial Finishing Products Inc., employees who handled wholesale chemicals including but not limited to methylene chloride in the warehouse were exposed to chemical hazards. The employer failed to develop and implement an emergency response plan meeting the minimum requirements of an ERP, where these warehouse employees were required to clean up spills of chemicals including but not limited to methylene chloride. Minimum requirements not met included but were not necessarily limited to emergency alerting and response procedures; emergency recognition and prevention; and personnel roles, lines of authority, training, and communication.
