29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a) Stock Table Shop: Temporary agency employees were directed by the host employer to remove imperfections and other scratch marks from benches. The employees were dispensing from a 1-gallon container of lacquer thinner that included, but not limited to the following substances: toluene, ethylbenzene, xylene, acetone, and methyl ethyl ketone. The employer did not develop a written hazard communication program, that would have provided employees with general knowledge of hazards associated with hazardous chemicals, on or about, 2/5/15.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:    a) Stock Table Shop: Temporary agency employees were directed by the host employer to remove imperfections and other scratch marks from benches. The employees were dispensing from a 1-gallon container of lacquer thinner that included but not limited to the following chemical substances: toluene, ethylbenzene, xylene, acetone, and methyl ethyl ketone. The employer did not provide training covering the health effects and methods by which employees can protect themselves from potential hazards, on or about, 2/5/15.

29 CFR 1910.132(d)(1): The employer did not assess the workplace to determine if hazards are present, or are likely to be present, which necessitate the use of personal protective equipment (PPE):    a) Stock Table Shop: A hazard assessment to identify potential hazards to temporary employees while conducting work tasks, including but not limited to, working with hazardous chemicals and substances, furniture repair, and loading/unloading of furniture, was not documented and certified by the employer, on or about, 2/5/15.    On Target Staffing, LLC was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard, 29 CFR 1910.132(d)(1), which was contained in OSHA Inspection Number 986775, Citation Number 1, Item Number 1, and was affirmed as a final order on November 6, 2014, with respect to a workplace located at South River, New Jersey.
