29 CFR 1910.269(d)(2)(vi): The employer did not provide training to ensure that the purpose and the function of the energy control program were understood by employees and that the knowledge and skills required for the safe application, usage, and removal of energy controls was acquired by employees: (a) Coal Yard Station R4 MCC: Training did not ensure that the purpose and function of the energy control program was understood by employees and management in that AEP employees and management did not understand that a 4,000 volt Limit Amp Controller cubicle had to be de-energized, as required by the manufacturer, prior to conducting any servicing work inside the cubicle as determined on or about February 25, 2015. ABATEMENT CERTIFICATION REQUIRED
