The workplace had not been evaluated to determine the types of hazards employees would be exposed to and ways to minimize exposure to the hazards.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: Employees working in the crane assembly and maintenance area were exposed to injury/illness from dermal, ingestion, and inhalation hazards from exposure to hazardous chemicals. The employer had not developed or implemented a written hazard communication program to ensure that employees were aware of the hazards associated with the chemicals with which they work. Hazardous chemicals used in the facility included but were not limited to propane, hydraulic fluid, and Brake Clean.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: Employees working in the crane assembly and maintenance area were exposed to injury/illness from dermal, ingestion, and inhalation hazards from exposure to hazardous chemicals. The employer had not provided training to ensure that employees were aware of the hazards associated with the chemicals with which they work. Hazardous chemicals used in the facility included but were not limited to propane, hydraulic fluid, and Brake Clean.
