Roofing employees were not utilizing a means of fall protection and/or tied off to an anchorage point while walking and working approximately 20 feet above ground level on the elevated roof. The employees were installing new roof materials such as, felt paper and roof shingles on the elevated roof, on or about 01/25/15.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a) Stone Mountain Train Depo, 922 Main Street, Stone Mountain, GA (Jobsite)  - Employee were exposed to fall hazards.  The employer failed to develop and implement a fall protection training program to recognize and minimize fall hazards, on or about 01/25/15.   In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification.  This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence of abatement, or other written records
