29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    a) At the job site, on March 3, 2015, the employer did not ensure employees, who were applying #216 Bitumen Adhesive near and at the edge of the roof of a commercial building that measured twelve feet and six inches from the ground level, were equipped with fall protection, exposing the employees to fall hazards.

29 CFR 1910.1200(e)(1): Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met, and which also includes the following:    a) At the job site, on March 3, 2015, the employer did not provide for a written hazard communication for employees who used #216 Modified Bitumen Adhesive to seal leaks on a flat metal roof.
