29 CFR 1903.19(d)(1): The employer must submit to the Agency, along with the information on abatement certification required by paragraph (c)(3) of this section, documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required:  a.  The employer has failed to submit abatement certification and documentation within ten days of the abatement date, May 4, 2015, for a violation of 29 CFR 1926.20(b)(2) issued as citation 1, item 1, and described as follows:      On the site where construction activities were taking place, the employer did provide for frequent and regular inspections to be performed at the jobsite, but did not identify hazards, such as but not limited to falls and not ensuring that extension ladders were secure for access/egress.

29 CFR 1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.     a)     On the site where construction activities were taking place, the employer did provide for frequent and regular inspections to be performed at the jobsite, but did not identify hazards such as, but not limited to falls and not ensuring that extension ladders were secure for access/egress.
