Employees were observed working on the second floor front and rear balconies without fall protection. Employees were exposed to a fall hazard of approximately 10 feet 2 inches. b) For employees working at 230 South Harbor Street in Holmes Beach, as observed on or about 17 April, 2015. Employees were observed working on the third floor installing floor sheathing without fall protection. Employees were exposed to a fall hazard of approximately 22 feet 2 inches.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail: a) For employees working at 230 South Harbor Street in Holmes Beach, as observed on or about 17 April, 2015. Employees were observed using a stairway to access the second floor that was not equipped with at least one handrail. The stairs had 8 risers and employees were exposed to a fall hazard of approximately 4 feet 9 inches.
