Two employees working outside of aerial lift were not trained in the use of JLC External Rail Arrest System.    Location:  Government Center MBTA Station:    Two employees were tied off to an aerial lift work platform while working outside the platform.     The use of an aerial lift who's work platform is equipped with an external fall arrest system which is specifically designed for tying off while working outside the platform.  Alternately, persons working outside the platform could use anchors that are independent of the aerial lift.
