29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets: a) On the south side of the home, on the first story, where an employee was not wearing a hard hat while working directly below two other employees who were installing rafters on the second story, exposing him to head injuries from falling lumber.
