Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards:      On the west side of the job site, the 8-foot aluminum stepladder provided to employees to ascend and descend from the upper working level of the roof was used in a folded condition and was not long enough to extend 3 feet above the upper landing.

29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards:    On the roof of the job site, employees worked directly near or next to the unguarded edge of the roof during Air handler cleaning operations exposed to a fall of more than 14 feet to the ground below.
