29 CFR 1910.147(c)(6)(i): The employer did not conduct a periodic inspection of the energy control procedure at least annually to ensure that the procedure and the requirement of this standard were being followed: On or about March 18, 2015, in the production area of the Yarnell's ice cream manufacturing facility, located at 320 S Spring St in Searcy, Arkansas, a periodic inspection of the lock out/tag out program had not been conducted since the plant reopened in April 2012. As a result, employees attempted to clear a clogged fill nozzle without locking the machine out. These conditions exposed the employees to the hazard of being caught in the machine.
