29 CFR 1926.351(b)(3): Exposed metal parts of cable lugs used to connect or splice lengths of welding cable(s) one to another were not completely insulated: a) Embassy Security Group Facility, Quantico Marine Corps Base, Stairwell: On or about 03/20/2015, the cable lugs on the Lincoln Electric Ranger Welder Ser#01041013398 were not insulated, thus exposing employees to an electrical shock hazard. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.404(b)(1)(i): Employer did not use either ground fault circuit interrupters as specified in paragraph (b)(1)(ii) of this section, or an assured equipment grounding conductor program as specified in paragraph (b)(1)(iii) of this section to protect employees on construction sites. a) Embassy Security Group Facility, Quantico Marine Corps Base, Stairwell: On or about 03/20/2015, an extension cord was plugged into a non-GFCI protected receptacle outlet on the Lincoln Electric Welder, Ser#01041013398, thus exposing employees to an electrical shock hazard. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
