No abatement certification or documentation required.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: (a) 1226 Cleveland Avenue, Reading, PA - Employees were observed using an aluminum extension ladder that did not extend at least 3 feet above the landing surface to the building, thereby exposing employees to a fall hazard of approximately 12 feet 11 inches to the ground below, on or about March 31, 2015. No abatement certification or documentation required.
