The employer continued to rely on statements that a comprehensive facility siting study was in progress. This in progress study had been referenced as far back as 12/27/2010.     The Dyno Nobel company was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 314110578, citation number 1, item number 2a and was affirmed as a final order on 1/16/2012, with respect to a workplace located at Donora PA.
