OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to corrosive chemicals:    (a) Milk collection area and chemical storage area: On March 26, 2015, Employees cleaning with and transporting industrial cleaning agents containing concentrated acid or bleach were not provided with drench showers and/or eyewash stations.   AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS: a)Install an eye wash station that is located as close to the hazard as possible ANSI Z 358.1 (2004) b)Install an eye wash station that is not separated by a partition from the hazardous work area. ANSI Z 358.1 (2004) c)Install an eye wash station on an unobstructed path between the workstation and the hazard. (Workers should not have to pass through doorways or weave through machinery or other obstacles to reach them.) ANSI Z 358.1 (2004) d)Install an eye wash station that is located where workers can easily see them - preferably in a normal traffic pattern. ANSI Z 358.1 (2004)

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  (a)  Throughout milking facility: On March 26, 2015 and at times prior thereto, the employer directed employees to use bleach, acids, alcohol, and industrial soaps without developing or implementing a written hazard communication program.      Note: Abatement certification IS required for this item.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  (a)  Throughout the facility: On March 26, 2015, the employer did not ensure that information concerning chemical hazards  were available in a language, i.e. Spanish, that allowed for effective dissemination of information and training within the workplace.
