29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails shall extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access;     At the time of the inspection on or about 1230pm 31 Mar 2015, CSHO observed and noted that two access ladders were not extended 3 feet beyond the landing of the roofs to which each ladder was providing access for employees to work on a rooftop.  The first ladder was a fiberglass extension ladder that was located at the southeast side rear of the first building. The front building approximate height was 10 feet 5 inches, ground to eave.  The second ladder was an aluminum extension ladder that was placed at the northwest side front of the rear building. The rear building height was approximately 16 feet, ground to eave.
