29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems.    a) 320 N. Dupont Highway, New Castle, DE- Employees were preparing to install a new roof approximately 20' above grade.  Employees had lanyards and harnesses available on the roof, but the employees were not tied off.  Observed on 4/6/15.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  a) 320 N. Dupont Highway, New Castle, DE- An employee was cleaning the roof above a window approximately 8' above grade.  The employee did not have any means of fall protection available.  Observed on 4/6/15.

29 CFR 1926.502(d)(21): Personal fall arrest systems were not inspected prior to each use for wear, damage, and other deterioration, and/or defective components were not removed from service:    a) 320 N. Dupont Highway, New Castle, DE- Employees were wearing a harness with a "D" ring which appeared to be corroded, the belt was worn out, labels were not intact, chemical discoloration was observed, and the harness was too big for the user.  Observed on 4/6/15.
