29 CFR 1910.1200(h)(3)(iv): The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information: a) B. L. Downey Company, Broadview, IL- SMRJ, Inc. dba Four Boys Labor Service, Chicago, IL, did not provide their employees who work in or near areas where hazardous chemicals are used and/or are present the required training on the revised Hazard Communication Standard label elements (e.g., pictograms and signal words) and the new format of the Safety Data Sheet (SDS) (i.e., section order and types of information contained within each section of the SDS), which was effective as of December 1, 2013. Affected employees work in or near areas where hazardous chemicals are present and used in processes and operations including, the open-surface rinse tanks, which contain residual hydrochloric acid and degreaser, in the rear of Building 1 near line #10; the two abrasive blasters that use steel grit containing iron, manganese and nickel; the Danny line where workers at the end of the line use Pine-Sol containing C10-14 ethoxylated alcohols and glycolic acid to clean parts; Line 8 where workers were observed wiping parts with acetone, Line 8 where Chem Cote 3015 containing phosphoric acid is used; the Andy line where Powercron Black Feed containing dibutyltin oxide and carbon black is used, and the various lines where powder coating, such as Vulcan Black powder coating containing carbon black, is applied. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
