29 CFR 1926.501(b)(13): Employees engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  a) Roof, Residence, 632 Bloom Street, Danville, PA - Employees engaged in repairing and shingling the steep sloped and low sloped portions of a residence roof worked were not protected from falling by guardrail systems, safety net systems or personal fall arrest systems. The employees were exposed to a fall hazard that ranged from ten-foot (10') to twenty three-foot, eight-inches (23'8") above ground level as observed, on or about April 21, 2015.  In accordance with 29 CFR 1903.19(c), abatement certification is not required for this violation. The hazardous condition was corrected during the inspection.  Carranza Enterprises, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 982739.015, citation number 1, item number 1 and was affirmed as a final order on February 2, 2015, with respect to a workplace located at 5 Charles Street, Danville, PA.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards.  a) Residence, 632 Bloom Street, Danville, PA - Employees worked on a residential roof greater than six-foot (>6') aboveground and were not provided training to recognize fall hazards or provided training on procedures that could be utilized to minimize fall hazards. The employees were exposed to a fall hazard that ranged from ten-foot (10') to twenty three-foot, eight-inches (23'8") above ground level as observed, on or about April 21, 2015.  In accordance with 29 CFR 1903.19(c) and (d), abatement certification and documentation is required for this violation.  Carranza Enterprises, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 982739.015, citation number 2, item number 1 and was affirmed as a final order on February 2, 2015, with respect to a workplace located at 5 Charles Street, Danville, PA.
