29 CFR 1910.37(a)(3): Exit route(s) were not kept free and unobstructed:  (a) Prime Woodcraft Inc. jobsite in Waukegan, IL - The exit door and the path to the door, in the Northeast corner of the pallet assembly room was blocked with a pile of scrap wood and debris.  (b) Prime Woodcraft Inc. jobsite in Waukegan, IL - The route to the exit in the Southeast corner of the pallet assembly room was blocked by stacks of pallets on the inside and debris and a stack of pallets outside the door.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  (a) Prime Woodcraft Inc. jobsite in Waukegan, IL - The employer did not develop or implement a written hazard communication program in accordance with 29 CFR 1910.1200(e)(1) that would describe or include at least the following:  1) Requirement for labeling of containers of hazardous chemicals; 2) Material safety data sheet availability; 3) Training of employees; 4) A complete list of hazardous chemicals known to be in the workplace; 5) Methods to inform employees of the hazards on non-routine tasks; and 6) Methods to inform other employer(s) of safety data sheet availability; the labeling system; and any precautionary measures to protect employees.  Employees were exposed to hazardous chemicals, including NAPA/CRC Brakleen Brake Parts Cleaner (contains acetone, toluene and methanol).

29 CFR 1910.1200(h)(3)(iv):   The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:  (a) Prime Woodcraft jobsite in Waukegan, IL - the employer did not provide employees the required training on the revised elements of the Hazard Communication Standard for labels (e.g., pictograms and signal words) and the new format of the Safety Data Sheet (SDS) (i.e., section order and types of information contained within each section of the SDS, which was due December 1, 2013.  Affected employees, including those in maintenance, are exposed to hazardous chemicals, including brake parts cleaner. (Contains acetone, toluene, and methanol).
