29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b): (a) Top of Building Front/Rear - Workers were observed doing framing work without using fall protection and were exposed to a fall hazard of 11-feet to 32-feet, 11-inches, on or about April 24, 2015. (b) Top of Building - Workers were exposed to a floor opening without using fall protection and were exposed to an 11-foot fall hazard, on or about April 24, 2015. (c) Third Floor - Workers were conducting framing work without using fall protection and were exposed to a 24-foot, 11-inch fall hazard, on or about April 24, 2015. (d) Rooftop of Adjacent Building - A worker was standing on a rooftop without using fall protection and was exposed to an approximately 31-foot, 3-inch fall hazard, on or about April 24, 2015. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: (a) Top of Building to Rooftop of Adjacent Building - Worker was observed climbing down approximately 21-inches off the building he was working on and onto the adjacent building's rooftop without using a ladder and was exposed to a 31 foot 3 inch fall hazard, on or about April 24, 2015. (b)Third Floor - Worker was observed climbing through the side of the building, onto the wooden framework, and down to the floor without using a ladder or stairway and was exposed to an approximately 11-foot fall hazard, on or about April 24, 2015. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement
