29 CFR 1926.106(a): Employees working over or near water, where the danger of drowning exists, shall be provided with U.S. Coast Guard-approved life jacket or buoyant work vests.    On or about April 21, 2015,  along the westbank of Bayou Segnette, the employer allowed employers to work over or near water without using U.S. Coast Guard-approved life jackets or buoyant work vests.  The employees were engaged in installing isolation boards on top of girders for the floating cabins being constructed along Bayou Segnette.
